About this file
This is a Soil Erosion and Sediment Control specification section for a Pennsylvania state and local contract opportunity involving the demolition of Shelby Apartments located at 111-124 Easton Road. The contractor is required to implement and maintain a Soil Erosion and Sediment Control Plan throughout the project duration, which includes demolition of an existing apartment building, concrete patios, and asphalt parking lot, followed by environmental remediation and site restoration to match existing grading. The specification mandates that construction operations be conducted to minimize soil erosion and turbid stormwater runoff through temporary and permanent control measures implemented before, during, and after construction. Required erosion and sediment control devices include temporary sediment basins and traps, stabilized construction entrances, perimeter dikes, perimeter swales, and silt fences, with specific provisions for 12-inch silt sock installation and rock construction entrance installation as needed to prevent dirt tracking onto Stump Road.
The specification references the Pennsylvania Department of Environmental Protection Soil Erosion and Sediment Pollution Control Manual and Pennsylvania Department of Transportation Publication 408 Specifications as governing standards. All temporary control devices must be inspected on a weekly basis and after every storm event, with maintenance required throughout the project lifecycle. Upon project completion and stabilization of disturbed areas, the contractor is responsible for removing all temporary control devices. The Owner reserves the right to require modifications to sediment control measures, and any measures recommended or required by the County Conservation District must be promptly implemented by the contractor.

PART 1 - GENERAL
1.01 SECTION DESCRIPTION
A. The Work of This Section Includes:
1. Contractor shall implement and maintain the Soil Erosion and Sediment Control Plan prepared for the Project and/or Work as shown on the Drawings and described in this Section.
2. Contractor shall carry out the construction operations in such a manner that soil erosion and resulting turbid stormwater runoff and sedimentation are minimized.
1.02 RELATED SECTIONS
A. Related Work Specified Elsewhere:
1. Section 31 11 00: Clearing and Grubbing
2. Section 31 23 33: Excavation, Backfill and Compaction
1.03 QUALITY ASSURANCE
A. Reference Standards:
1. Pennsylvania Department of Environmental Protection Soil Erosion and Sediment Pollution Control Manual.
2. Pennsylvania Department of Transportation Publication 408 Specifications
1.04 JOB CONDITIONS
A. The associated work activities include but are not limited to the following items:
1. Temporary and permanent measures will have to be undertaken before, during and after construction to control sediment from being carried onto adjoining properties and into swales or watercourses as a result of stormwater runoff.
2. The use of temporary control devices as shown on the Drawings and as described in these Specifications are for providing the trapping of sediment resulting from construction activities and to reduce the velocities of the temporary stormwater courses to minimize erosion.
3. The erosion and sediment control devices shall be inspected on a weekly basis and after every storm event and shall be maintained throughout the life of this project.
These shall include, but are not limited to, temporary sediment basins and traps, stabilized construction entrances, perimeter dikes, perimeter swales and silt fences, as shown on the Drawings or other measures that are required for the construction of the Project and/or Work.
4. Upon completion of the Project and/or Work, and stabilization of disturbed areas, the
01 57 13-2 temporary control devices shall be removed by Contractor.
5. Soil erosion and sediment control practices shall be consistent with the procedures outlined in the latest edition of the "Soil Erosion and Sediment Pollution Control Manual", Commonwealth of Pennsylvania, Department of Environmental Protection.
PART 2 - PRODUCTS
2.01 MATERIALS
A. Silt Sock:
1. Section 865, Publication 408 Specifications.
B. Temporary Seeding
1. See Section 32 93 00

A. 12” Silt Sock:
1. Install silt sock in accordance with the drawings.
B. Rock Construction Entrance:
1. Install rock construction entrance in accordance with the drawings. Installation is only as needed if dirt is tracked onto Stump Road.
3.02 FIELD MODIFICATIONS
A. Owner reserves the right to require modifications to any or all sediment control measures provided in order to establish proper soil erosion and sedimentation control. In addition, any measures recommended or required by the County Conservation District shall be promptly implemented.
