About this file
This document is an instructional guide for submitting electronic bids through the PennBid system for a solicitation related to the demolition of the Shelby Apartments (111-124 Easton Road) in Pennsylvania. The project involves demolition of an existing apartment building, associated concrete patios, and an asphalt parking lot, along with environmental remediation within the building and site restoration to match existing grading and stabilization. The PennBid electronic procurement system allows interested bidders to register once at no cost to access all project documents, submit sealed bids online, and participate in a confidential bidding process where bidder identity remains protected during Q&A exchanges. Bidders are automatically added to the bidders list upon downloading any project document and can submit, update, or withdraw bids at any time prior to the stated bid due date and time through the online portal.
Bidders must submit their responses through the PennBid system by entering pricing information, uploading a bid bond, and responding to bidder acknowledgements. Required supporting documents include the bid bond or other bid security, bidder's acknowledgement form, bidder qualification statement, non-collusion affidavit, agreement of surety, public works employment verification form, and a list of sub-contractors, all to be submitted as a single electronic file or zipped folder. The three apparent low bidders must submit all documents in original form with signatures to the agency within three business days following bid opening and must include a recent financial statement with the bidder qualification statement. Bidders will receive email confirmation with a unique confirmation number upon successful bid submission, and the PennBid system includes help guides and clarification tabs accessible from the home page to assist bidders throughout the process.

Using the PennBid™ electronic bid management system to respond to this Request-for-Quotation
Many PA municipalities, Authorities, and private firms are utilizing the PennBid™ electronic procurement Program for their solicitations, RFPs, and RFQs. Bidders can obtain all project documents and submit and update their confidential bids online.
