About this file
This is a demolition specification document prepared for the Pennsylvania state and local contract opportunity involving the demolition of the Shelby Apartments located at 111-124 Easton Road. The project scope includes removal of the existing apartment building structure, associated concrete patios, asphalt parking lot, and environmental remediation within the building. Following demolition, the site will be restored to match existing grading and stabilized. The specification outlines comprehensive demolition procedures requiring contractors to submit detailed demolition and removal procedures and schedules, including specific requirements for asbestos-containing material handling and notification. Contractors must comply with the Sequence of Construction outlined in Section 01 11 13 and maintain protected egress and access throughout the project while implementing dust control measures and maintaining temporary barriers and security devices.
The specification mandates strict adherence to Pennsylvania Department of Environmental Protection (PADEP), Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA) regulations. Prior to commencing work, contractors must notify all state and county agencies with regulatory enforcement responsibility using the Asbestos Abatement and Demolition/Renovation Notification Form and secure written permission from local authorities before any debris burning operations. Demolition must proceed progressively from top to bottom, one floor at a time, with careful protection of adjacent structures. Contractors are responsible for immediate removal of demolished materials from the site, proper disposal of contaminated or hazardous materials, and backfilling subsurfaces with certified clean fill compacted to ninety percent of maximum dry density as specified in ASTM D1557. All waste materials must be disposed of in compliance with Pennsylvania's Solid Waste Management Act, Municipal Waste Planning and Recycling Act, Clean Streams Law, and the federal Resource Conservation and Recovery Act.
