About this file
This is a Contract Closeout specification document (Section 01 70 00) for a Pennsylvania state and local contract opportunity involving the demolition of Shelby Apartments (111-124 Easton Road) and associated site restoration. The specification outlines the procedures and requirements contractors must follow during project closeout, including final cleaning, equipment adjustment, and submission of project documentation. The work encompasses execution of final cleaning procedures prior to project inspection, adjustment of all operating products and equipment to ensure proper functionality, maintenance of on-site record documents that accurately reflect actual revisions and products installed, and removal of all waste materials and construction facilities from the site. Contractors must submit written certification that the work is complete and ready for engineer review, comply with any punchlist items identified during final inspection, and complete all remaining items within the established contract time before final payment authorization.
Prior to final payment, contractors are required to submit comprehensive documentation including maintained record sets of all drawings, specifications, addenda, change orders, shop drawings, and manufacturer instructions with legible notations of actual products installed and field changes. Additional documentation must include payroll certifications, waivers of liens from all subcontractors and suppliers, maintenance bonds, any outstanding change orders with supporting documentation, and test or sample results as reasonably required by the engineer. Final payment will not be authorized until final completion and acceptance of work is confirmed, and all project record documents must be submitted with the final Application for Payment to the engineer for review and approval.
