This is a sole source acquisition.
U.S. Customs and Border Protection, San Diego Sector, requires access to regional law enforcement databases called the Automated Regional Information System (ARJIS) and San Diego Users Network/California Law Enforcement Telecommunications System (SUN/CLETS). Together, the systems are collectively known as ARJISnet. ARJISnet was created to share information among justice agencies throughout San Diego and Imperial Counties, California and has evolved into a complex criminal justice enterprise network used by 80+local, state, and federal agencies in the two California counties that border Mexico.
This is a noncompetitive contract action due to the fact that access to ARJISNet can only be provided by the following governmental entity:

The NAICS code applicable to this acquisition is 922190 - Other Justice, Public Order, and Safety Activities. The Small Business Administration does not establish size standards for public administration NAICS codes.
This is a Request for Quotations (RFQ). This contract resulting from this RFQ will result in an 11-month firm-fixed-price contract covering the period of August 1, 2022 through June 30, 2023, which includes a 5-month base period and a 6-month option period. The anticipated award date is July 28, 2022.
Although this is a noncompetitive contract action, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A copy of the RFQ may be requested from the contracting officer.

SOURCES SOUGHT - UNMISSION South Sudan Support RE-COMPETE- SDVOSBThe U.S. Department of State, Office of Acquisition Management (AQM), is issuing this Sources Sought Notice, as a means of conducting market research to identify interested service disabled veteran-owned small businesses (SDVOSB) with the resources and capabilities to support a requirement for the United Nations Mission - South Sudan. This includes, but is not limited to, providing comprehensive personnel protective security advisement and support services in South Sudan.The anticipated North American Industry Classification System (NAICS) Code assigned to this procurement is 922190 (Other Justice, Public Order, and Safety Activities).
