About this opportunity
The United States Marine Corps has issued a Special Notice for SBC WAN Services related to access to the California Law Enforcement Telecommunications Systems (CLETS) database. The Marine Corps Air Ground Combat Center (MCAGCC) PMO requires connectivity to CLETS through the San Bernardino County Sheriff's Department portal for law enforcement operations. CLETS is a critical state database system used by law enforcement and criminal justice agencies to query and update information on stolen vehicles, firearms, warrants, missing persons, and other law enforcement data. The system also enables point-to-point administrative messaging between law enforcement agencies nationwide for wanted subjects and security information. The period of performance spans from October 1, 2025, through September 30, 2026.
The Special Notice serves as notification of a sole source acquisition justified under restrictive rights provisions, as each agency can only access CLETS through its designated county portal. The government has determined that only one source is reasonably available for this requirement, specifically the San Bernardino County Sheriff's Department portal access. Contractors interested in this opportunity have until September 23, 2025, to respond to this notice. The acquisition falls under FAR Part 13 Simplified Acquisition Threshold procedures and is classified under NAICS code 922190 for Other Justice, Public Order, and Safety Activities. No set-aside provisions apply to this procurement, and the document contains Controlled Unclassified Information with limited distribution requirements. The justification emphasizes the unique nature of CLETS access requirements that restrict the Marine Corps to using the San Bernardino County portal as the sole available source.
