About this opportunity

The U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) has issued a Notice of Intent to Sole Source for Automated Regional Justice Information System (ARJIS) network access. The procurement will be conducted under Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures, with ICE's Office of Acquisition Management in Irving, Texas serving as the contracting authority. The agency intends to award this contract directly to the San Diego Association of Government (SANDAG) in San Diego, California without competition. The contracting officer has determined that SANDAG is the only source reasonably available based on their unique capabilities to provide the required services. This special notice was posted on June 16, 2025, with a response deadline of June 20, 2025.

The primary purpose of this notice is to inform the contracting community of ICE's intent to procure ARJIS network access through a sole source arrangement, though the notice explicitly states it is for informational purposes only and does not constitute a Request for Quote. The government retains full discretion to determine whether to proceed with the non-competitive procurement or to open the opportunity to competition based on any feedback received. No specific eligibility criteria are outlined for other potential contractors, as the procurement is being justified under the authority that only SANDAG possesses the necessary capabilities to fulfill the requirement. The ARJIS network access procurement falls under the broader category of justice and public safety information systems, supporting ICE's operational needs for regional justice information sharing. Contractors with questions or concerns about this procurement approach are directed to contact Contracting Officer Michelle Levine at the provided email and phone number before the June 20, 2025 deadline.
