About this opportunity
The Federal Highway Administration (FHWA) has issued a Special Notice for a unique project in collaboration with PIARC, the worldwide intergovernmental road organization. This special project focuses on conducting a comprehensive analysis of motorcycle protection systems and traffic management safety aspects. The opportunity is specifically aimed at examining infrastructure motorcycle protection systems, evaluating their design, implementation, and effectiveness, and developing actionable recommendations for improving motorcycle safety standards. The project will involve a detailed research process, including literature review, case studies, and an international survey. The Special Notice was posted on May 21, 2025, with a response deadline of June 4, 2025.
The primary objective of this project is to produce a comprehensive final report that consolidates findings from multiple research tasks, including literature review, case studies, and international survey results. The final report will cover critical areas such as best practices, policy recommendations, and strategies for road authorities to enhance motorcycle protection and traffic management. While the notice indicates the intent is not to request competitive proposals, interested parties may submit descriptions of their firm's capabilities to demonstrate their potential to perform the work. The project will be structured with specific tasks: Task A (Literature Review), Task B (Case Studies), Task C (International Survey Results), Task D (Final Report and Best Practices), and Task E (Dissemination Material Report). FHWA, as a PIARC member, will be represented by state department of transportation delegates, and the project aims to quickly address critical issues identified by members through this specialized research initiative.

The Federal Highway Administration is a member of PIARC and is represented by delegates from the state departments of transportation (DoT) representatives. PIARC is the only world-wide intergovernmental road organization focusing on developing and promoting efficient tools for decision making on matters related to roads and road transportation.
PIARC established the Special Projects facility to support projects outside the rubric of the Strategic Plan. The goal is to enable the completion of small bodies of work in a relatively short timeframe, by outsourcing the production of high-level world-wide significant research. This gives the Association the ability to address critical issues identified by members quickly. The Association provides seed money to fund these projects. Member countries can provide supplemental contributions to expand the scope of the projects.
The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. All questions concerning this matter should be addressed to amy.morrissette@dot.gov
