About this agency
The National Geospatial-Intelligence Agency (NGA), a defense intelligence component within the Department of Defense, acquires geospatial intelligence systems, services, and support to enable mapping, charting, geodesy, imagery analysis, and intelligence operations for U.S. military and intelligence customers worldwide.
NGA's contract activity has contracted sharply in recent years. The agency awarded 20,955 federal contracts cumulatively since 1978, with the most recent award dated April 15, 2024. Recent annual volume shows rapid deceleration: 156 awards in 2020, 34 in 2021, 9 in 2022, 4 in 2023, and 2 in 2024. The combined potential value of all contracts stands at $3.11 billion, though $11.36 billion has been obligated to date—a 365% ratio indicating heavy use of modifications and option exercises. The agency engages 3,228 distinct prime contractors across the portfolio.
Competitive concentration is highly fragmented among recent awardees. Over the last five years, the top five contractors by award count—Eagle Eye Marketing PTE LTD (3 awards, $161 thousand), Accura Engineering and Consulting Services, Inc. (2 awards, $898 thousand), Budget Pharmacy (Fiji) PTE LIMITED, Dell Marketing L.P., and Core Technologies, LLC—hold only 38 percent of recent awards. By potential value, University of Alaska Fairbanks leads with a single $6.7 million award, but reported value is sparse across the top five, indicating that NGA transacts heavily through schedule task orders, BPA calls, and modifications where dollar amounts often go unreported in source data. The long tail of smaller contractors and one-off awards dominates the portfolio.
Set-asides are minimal: 94 percent of awards carry no set-aside designation, and small-business set-asides account for only 5 percent of total awards, with individual designations (8(a), SDVOSB, EDWOSB, HUBZone) representing less than 1 percent each.
NGA also administers federal grant funding, though at a much smaller scale. The agency has awarded 82 grants cumulatively since August 2012, with the most recent grant dated April 24, 2023. Annual volume declined from 12 awards in 2019 to 1 award in 2023. Combined federal dollars obligated total $39.6 million across 46 distinct recipients. Grant recipients are highly fragmented: the top five recipients by award count (Massachusetts Institute of Technology, Carnegie-Mellon University, The Ohio State University, University of Houston System) collectively account for only 4 percent of federal dollars obligated, reflecting a dispersed funding model. Grants are predominantly Project Grants (96 percent of awards), with a small share of Block Grants (2 percent) and a single Cooperative Agreement (1 percent).
Current contract opportunities span enterprise software procurement, geospatial research, and operational support. NGA issued a sole-source solicitation for Red Hat OpenShift AI software through authorized reseller Flywheel Data, LLC (Solicitation NSAMG126278AS51, due October 1, 2026—note: due date has passed). The Boosting Innovative GEOINT Science & Technology Broad Agency Announcement (HM047627XXXX) invites research proposals on GEOINT topics including lidar analysis and is open through December 21, 2026, with topic calls published separately on Sam.gov, Grants.gov, and the classified IC-Acquisition Research Center. NGA posted a Notice of Intent to sole-source a Foundation Sustainment Services (FS2) bridge contract to incumbent Leidos for mapping, charting, and geodesy operations support through April 2028 (FS2_Bridge_NOI, due October 25, 2026). The Human Resource Management II (HRM II) RFP (HM047626R0018, due November 18, 2026) seeks comprehensive HR support services under FAR Part 12 commercial procedures with a firm fixed-price and time-and-materials structure. Pre-solicitations for Digital Library of Creative Assets II and organizational messaging operations support are in market-research phases (due dates October 13 and October 28, 2026, respectively). NGA also posted notices of intent to increase ceiling amounts on existing custom computer programming contracts (Chinook ceiling increase to $162.5 million, Mantis ceiling increase to $310.9 million), and issued classified RFI opportunities for the PINNACLES acquisition and Alta vendor meetings through the Intelligence Community Acquisition Research Center.
