About this opportunity

The National Geospatial Intelligence Agency intends to solicit a contractor to provide automated vertical obstruction identification and detection (AVOID) capabilities using computer vision and machine learning technologies integrated with high-resolution imagery and elevation data; responses to the RFI are due August 19, 2026, and no set-aside is anticipated.

The contractor must deliver comprehensive vertical obstruction data covering up to 15 million square kilometers of government-designated areas of interest to support low-altitude aviation mission planning and geospatial intelligence analysis. Task 1 requires 90% detection accuracy for obstructions at or above 50 feet above ground level, 80% at 25 feet AGL, and 70% at 10 feet AGL, with a maximum 5% false positive rate, 5-meter circular error for horizontal positioning and 20-foot linear error for vertical height accuracy (both at 95% confidence), and minimum two annual data refreshes. Task 2 establishes higher thresholds for safety-of-navigation applications: 95% detection at 50 and 25 feet AGL and 90% at 10 feet AGL, with 3-meter horizontal accuracy. Optional Task 3 permits surge capacity expansion in 2.5 million square kilometer increments. The contractor must provide web-based and deployable solutions operational in low-to-zero bandwidth environments, PKI-based user authentication, Day-1 vertical obstruction identification via GUI, monthly usage reports, and technical and training support to military and Special Operations Forces communities. Deliverables include data in CSV, KML, SHP, TFADS-O, and GPK formats via cloud S3 buckets, APIs, or web feature services.

Period of performance spans 12 months from date of award plus four optional 12-month periods. Work is performed at the contractor's facility. Contractor personnel require DD254 authorization and capability for work up to TOP SECRET/SCI level. Responses should recommend contract type (FFP, FPIF, or CPIF) and pricing models. NAICS code 541730 applies. Interested parties should submit white papers not exceeding 10 pages to Ryan.A.Switzer@nga.mil.

Notice text

The NGA is seeking a contractor capable of providing comprehensive VO data using cutting edge technologies such as, but not limited to, CV/Machine Learning (ML) detection and characterization technologies integrated with comprehensive, high-resolution imagery and elevation data. These capabilities must enable low-altitude aviation mission planning and enhance geospatial intelligence analysis by providing timely mission data to decision-makers preparing for and conducting aviation mission planning and rehearsals.

The NGA requires the contractor‑derived solution to evolve, augment, and accelerate enterprise‑level VO identification and characterization analysis workflows by employing technologies capable of rapid and accurate VO detections. The contractor‑provided solution is required to increase productivity while reducing both personnel and financial resource burdens.

The NGA requires access to, and deployment of the contractor provided capabilities to deliver a critical advantage to aviation mission planning throughout dense rural and urban infrastructure environments while maneuvering to avoid a variety of natural and manmade VO’s.
