About this opportunity

The National Geospatial-Intelligence Agency seeks on-site film digitization, information technology support, and equipment maintenance and services, with proposals due June 29, 2026. This is a competitive 8(a) set-aside; bidders must be registered as active 8(a) small businesses on SAM.gov under NAICS Code 541611 by the proposal deadline, and vendors in pending status are ineligible for award.

Place of performance is the Defense Intelligence Agency facility in Washington, DC. The contract runs for one 12-month base period plus four optional 12-month extension periods (total not to exceed 60 months) on a firm-fixed-price basis, with travel as cost-reimbursable with a not-to-exceed limit. The performance period begins July 12, 2026.

All contractor personnel must hold current Top Secret clearances and be eligible for Sensitive Compartmented Information (SCI) access; the prime contractor must possess the highest clearance level identified on the DD254 at proposal submission, though subcontractors may meet certain requirements through teaming agreements. Work includes digitizing a federal film collection exceeding 170 million images, with digitization specialists processing approximately 10 film canisters daily using NextScan Meridian Dragon, Leica DSW700, and other scanner types. Personnel must demonstrate intermediate computer skills, familiarity with GEOINT software (ENVI, ArcGIS, Archive Manager), relevant file formats (TIFF, GeoTIFF, NITF, NPJE), and cloud storage platforms (AWS, Azure, Google Cloud, Oracle Cloud). The Site Lead must establish and maintain formal maintenance agreements with NextScan and implement tiered maintenance with bi-monthly vendor preventive visits, keeping equipment downtime under 48 hours. All personnel must complete NextScan OEM certification within 60 days of award and meet physical requirements including lifting 25–45 pounds and color discrimination on film.

Evaluation weights technical approach significantly higher than price. Technical evaluation comprises three sub-factors: Film Digitization capability, Information Technology support, and Maintenance approach. Proposals failing to adequately address equipment training, operations center attire, physical requirements, and safety are ineligible for award. The government intends best-value award without negotiations unless the Contracting Officer determines otherwise. Submit proposals electronically to Harry L. Lanfersieck (harry.l.lanfersieck@nga.mil) and Justin S. Koesterer (justin.s.koesterer@nga.mil).
