About this opportunity

The National Geospatial-Intelligence Agency seeks a commercial software provider to develop and maintain Terminal Instrument Procedures (TERPS) production software supporting Department of Defense worldwide Safety of Navigation requirements, with proposals due August 27, 2026. Amendment 0001 extended the due date from August 25 and updated attachments 1, 2, 3, 5, and 8 with PWS refinements, pricing template corrections, new Bidders Library documents on Vertical Obstructions and Digital Terrain Elevation Data, and clarifications on Past Performance Questionnaire references; updated documents were posted by August 7. This is an unrestricted open-market procurement under FAR Part 12 simplified procedures with a small business size standard of $34 million.

Place of performance is Springfield, Virginia with subordinate component locations at Denver, Colorado; Dayton, Ohio; El Segundo, California; and other military installations. The contract requires TERPS software deployed in cloud environments (OpenShift or AWS) using microservice architecture, ingesting multiple aeronautical data formats including DAFIF, DVOF, DTED, SRTM, TanDEM-X, and AIXM. Core capabilities include development of Area Navigation (RNAV), Required Navigation Performance (RNP), and conventional instrument procedures; terminal airport charting and obstacle analysis. The software must achieve FAA Tool Qualification Level 3, comply with NGA's Software Approval Process (SWAP), obtain Risk Management Framework authorization, and integrate with NGA databases using PostgreSQL with PostGIS extension. Developer personnel require HSPD-12 or HSPD-12 Tier 1 adjudication for Controlled Unclassified Information access; foreign nationals may perform unclassified work.

Performance spans a three-year base plus two option years with an optional six-month extension. Contractor shall employ Agile methodology with eight-week release cycles comprising four two-week sprints, maintain Jira for work tracking and GitLab for version control, conduct bi-weekly Sprint Review Events and quarterly Program Management Reviews. The developer maintains approximately 150 terminal instrument procedures annually and supports government-managed cloud infrastructure (AWS or OpenShift), hosting, and deployment through Integration Contractor FS2 Security; the contractor does not provide AWS EC2 security or maintenance, external Fortify licenses, or XC/SBU cloud access.

Pricing is structured under three CLINs: X001 (software development, modernization, and integration/sustainment labor using fully burdened open-market rates for 28 mandatory and 85 optional FTEs); X002 (development pre-priced at $100,000 base year and option years); and X003 (software licenses and $5,000 travel costs, base year only). Total pre-priced development and non-labor components are $355,000 across base year and option years plus extension.

Large businesses must submit an Individual Small Business Subcontracting Plan targeting at least 10% subcontracting to small businesses or provide detailed justification; pure COTS solutions may justify exceptions. Proposals must include five volumes: Contract/Administrative (3 pages maximum); Price Proposal (using provided template); Technical/Management (20 pages maximum); Past Performance Questionnaires (up to three recent contracts plus single consolidated reference page); and Small Business Subcontracting Plan (no limit). Evaluation uses a Best Value Tradeoff process weighing Technical/Management and Past Performance as significantly more important than Price; the government intends to award without discussions but reserves the right to conduct discussions if necessary. Award goes to a single responsible offeror providing best value. All deliverables including software code, documentation, and data must transfer no less than Government Purpose Rights per DFARS 252.227-7013 and 252.227-7014. The contracting officer is Matthew A. Hoffman, Matthew.A.Hoffman@nga.mil. NAICS code is 541511; PSC is DA10.
