About this opportunity
The National Geospatial-Intelligence Agency (NGA), in support of the Mapping, Charting and Geodesy Program Executive Office, is conducting market research through a Request for Information on Global Navigation Satellite System (GNSS) receivers capable of sub-millimeter precision, with white paper responses due by 11:00 AM CT on June 22, 2026. This RFI is for information and planning purposes only and does not constitute a commitment to issue a subsequent solicitation or award a contract.
NGA intends to procure GNSS receivers during Fiscal Year 2027, with a period of performance from October 1, 2026 through September 30, 2027. Delivery locations include NGA-East (Springfield, Virginia), NGA-West (St. Louis, Missouri), or a contractor facility as required.
The receiver must be a compact, integrated unit capable of tracking GPS and Galileo L1 and L2 satellite constellations with sub-millimeter phase center stability (better than 1 mm) during 90-minute static collection sessions. Mission-critical requirements include RINEX format data output, 2-axis tilt recording, integrated antenna/receiver design without external cables, onboard memory for 8+ hours of continuous data logging at 1 Hz, 6+ hours of battery runtime with integrated charging, physical dimensions not exceeding 25 cm diameter and 15 cm height, and weight under 1 kg. Preferred capabilities include drop resistance, Wi-Fi connectivity, simultaneous data offloading and charging, and multi-frequency signal tracking (GPS L5 and Galileo E5).
Software must comply with NSG standards for unclassified production, utilize open-source and non-proprietary code, support cloud environments, and be modular and flexible. All hardware and subcomponents must meet NGA and Federal Supply Chain security standards. Sustainment support for up to ten years is desirable. White paper responses must not exceed 10 pages, formatted in Microsoft Word or compatible format with Times Roman 12-point font and one-inch margins. Submit responses via email to taija.m.sheltonbennett@nga.mil and timothy.j.hull@nga.mil with the subject line "GNSS Receiver RFI Response - [INSERT Business name]." Questions are due by June 17, 2026.
Notice text
The National Geospatial-Intelligence Agency (NGA), in support of the Mapping, Charting and Geodesy (MC&G) Program Executive Office (PEO), is seeking information on how an interested contractor could provide GNSS Receivers to support critical NGA missions. The attached RFI contains all specifications and requested information.
The purpose of this Request for Information (RFI) is to obtain information in support of market research efforts and initiate a dialogue with industry to discuss ideas and approaches to shape an overall design of the receivers for eventual acquisition as well as future sustainment support capability.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.
Interested parties are directed to respond to this RFI with a white paper. White paper shall be in Microsoft Word for Office or compatible format and shall not exceed 10 pages including responses to section 3.3. A page is defined as each face of an 8½” x 11” sheet with information contained within a one-inch margin on all sides. Font type shall be Times Roman 12 point.
Responses containing the white paper are due no later than 11:00AM CT on 22 June 2026. Responses shall be submitted via e-mail only as a message attachment to the Contracting Office at taija.m.sheltonbennett@nga.mil and timothy.j.hull@nga.mil with the message subject line “ GNSS Receiver RFI Response - [INSERT Business name]”.
