About this opportunity

The National Geospatial-Intelligence Agency (NGA), within the Department of Defense, is issuing a request for information on a commercial off-the-shelf Candidate Management System II (CMS II) for the GEOINT Professional Certification (GPC) lifecycle, with responses due November 17, 2026 at 5:00 pm ET. No set-aside is used. This is an RFI only: NGA is not seeking proposals, will not accept unsolicited proposals, makes no commitment to contract, and will not pay response costs. The system replaces the existing LearningBuilder COTS credentialing system and must scale to approximately 55,000 active and inactive records, with about 20,000 candidate records migrating from LearningBuilder. The Government is also exploring online delivery of five unclassified certification exams currently administered by in-person hardcopy testing.

The anticipated performance period is September 2027 through August 2028 (base year), with four optional years through August 2032. Contractors must demonstrate ability to implement CMS II by September 2027. Work is performed at the contractor's facility, and no Government-furnished property is provided. Personnel performing services must possess appropriate security clearances at proposal submission. Security requirements include DoDI 1322.26, DoD Directive 5400.11, DoDM 5200.01, and NIST SP 800-53, with an annual Authority to Operate from NGA Security. Key requirements include 99.9% uptime excluding scheduled maintenance and two key personnel: a Program Manager with five years of relevant program management experience and a Technical Account Manager with two years administering credentialing systems and two years of computer programming and COTS workflow engine configuration experience.

The Government is evaluating a three-CLIN structure: Core Operations & Sustainment (FFP), CMS Tiered User Operations (FFP/Unit-Priced), and Functional Enhancements (Labor Hour/Cost-Reimbursable). Annual cost escalation baselines are 2.1% per DoD and 2.5–2.7% per GSA benchmarks. NGA is evaluating NAICS 518210 as the primary code and requests confirmation or alternate codes; the notice carries PSC 7G22. Responses are unclassified white papers not exceeding five pages (Times Roman 12-point, one-inch margins), emailed to three NGA contacts. They must address small business status, relevant commercial and government experience from the past three years, capability gaps, recommended pricing structures, security capabilities, organizational conflict of interest assessments, and acquisition recommendations.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for the information and planning purposes – it does not constitute a request for proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
