About this opportunity
The Oregon Department of Transportation is requesting competitive quotes for pedestrian safety improvements on US Route 30 Business (NE Sandy Boulevard) between I-205 and NE 165th Avenue in Multnomah County, with quotes due August 26, 2026 under RFCQ S-73000-00017619.
The scope comprises replacement and upgrading of signs to support lowered highway speeds and elimination of on-street parking, with all labor, materials, transportation, equipment, and services necessary for project completion included in the contract. Contractors must comply with detailed specifications, plans, and standard drawings; Oregon prevailing wage requirements (BOLI Region #2, effective July 5, 2026); and the 2024 Oregon Standard Specifications for Construction. All contractors and subcontractors must hold valid Oregon Construction Contractors Board licenses and public works bonds before commencing work.
Substantial completion is targeted for October 23, 2026, with final completion by October 30, 2026. The contractor must obtain a Notice to Proceed, file a public works bond, provide an approved Project Work Schedule, Traffic Control Plan, Pollution Control Plan, and Erosion and Sediment Control Plan, and complete a preconstruction conference with ODOT's Authorized Representative within 30 calendar days of Notice to Proceed.
Offerors must submit quotes electronically through OregonBuys and be registered as vendors in that system prior to submission. Bid security equal to 10 percent of the total bid amount is required in the form of a bid bond, certified check, cashier's check, or irrevocable letter of credit. Following award, the successful offeror must submit performance and payment bonds each equal to 100 percent of the contract price, certificates of insurance (Commercial General Liability with $2 million per occurrence / $5 million annual aggregate; Commercial Automobile Liability with $1 million per occurrence), and a W-9 form within seven calendar days. Retainage will not exceed 5 percent of progress payments. Interest at 1.5 percent per month accrues on final payment commencing 30 days after work completion and acceptance. Award will be made to the responsible offeror submitting the responsive quote with the lowest total price. No pre-quote conference or public opening of quotes is scheduled.
