About this opportunity

The State of Utah Division of Purchasing issued this Request for Proposal on March 30, 2026, with a submission deadline of May 1, 2026, to establish a five-year cooperative contract for Traffic Channelizing and Barricade Devices serving eligible users including state government departments, institutions, political subdivisions (counties, cities, school districts, colleges), and authorized federal and nonprofit entities. The procurement seeks MUTCD-compliant traffic control equipment including 28-inch orange traffic cones, 8-by-36-inch vertical panels, drums and barrels, Type II barricades, and 36-by-2-inch tubular traffic delineators, with historical usage data from 2000-2025 indicating combined eligible user demand of $31,408.86. Vendors must meet all Mandatory Minimum Requirements by submitting a completed Cost Sheet (Attachment C) and Technical Criteria Questions (Attachment D) to proceed to technical evaluation, where submissions are scored across 14 criteria organized into five categories: Catalog and Product Compliance, Ordering and Customer Service, Delivery and Logistics, Quality Assurance and Warranty, and Safety and Recalls. Technical evaluation is weighted at 70 percent (700 points), with vendors required to achieve a minimum score of 455 points (65 percent) to advance to cost evaluation; cost evaluation comprises 30 percent of total points (300 points), calculated using a lowest-price formula. Vendors must obtain a minimum combined score of 650 of 1,000 total points to receive a contract award, with multiple awards anticipated. Key requirements include MUTCD-compliant product catalogs, customer service availability from 9 a.m. to 4 p.m. Monday through Friday with one-business-day response times, F.O.B. destination delivery with transportation costs paid by the contractor except for emergency rush deliveries, minimum one-year warranty covering defects, and immediate recall communication to clients; pricing must be guaranteed for a minimum of 12 months, with adjustments thereafter requiring 30-day advance notice, market analysis documentation, and approval from the Division of Purchasing.

The State of Utah has not designated any set-aside programs or restrictions based on disadvantaged enterprise status in this procurement; however, all vendors must certify compliance with anti-boycott provisions and provide proof of non-forced labor sourcing. No incumbent vendors or current contractors are listed in the available documentation. An administrative fee of 0.25 percent (one quarter of one percent) applies to all net purchases under awarded contracts, with contractors required to submit quarterly utilization reports by April 30, July 31, October 31, and January 31, paying corresponding administrative fees within 30 days of invoice receipt. Contractors must maintain specified insurance coverage including workers' compensation, commercial general liability of at least $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability of $1,000,000 per occurrence combined single limit if vehicles are used in contract performance. While no specific budget range is provided, the historical usage data indicating $31,408.86 in combined eligible user demand over the 2000-2025 period provides a baseline for anticipated contract volumes, though the State makes no guarantee regarding purchase volumes under the awarded contract.
