About this file

This is an RFP Evaluation Score Sheet for Solicitation #SB26-3 issued by the State of Utah Division of Purchasing for Traffic Channelizing and Barricade Devices. The RFP seeks to establish a contract to supply traffic control devices including cones, tubular markers, vertical panels, drums, and barricades to eligible users throughout Utah. This solicitation may result in multiple awards to qualifying vendors. The contract term is five years, with vendors required to guarantee pricing for a minimum of 12 months.

The evaluation methodology consists of two stages with mandatory qualifying thresholds. Vendors must first satisfy all Mandatory Minimum Requirements, including submission of a completed Cost Sheet (Attachment C) and Technical Criteria Questions (Attachment D), to proceed to technical evaluation. Technical submissions are scored across 14 criteria organized into five categories: MUTCD Compliance, Catalog Management, and Technological Upgrades (Category A); Authorized Representation, Response Standards, and Account Setup (Category B); Standard Shipping, Emergency Orders, and Order Accuracy (Category C); Warranty Support, Repair Timelines, and Damaged Goods (Category D); and Safety Standards and Recall Notification (Category E). Vendors must achieve at least 455 of 700 available technical points (65 percent) to advance to cost evaluation. The total scoring structure allocates 70 percent of points to technical criteria (700 points) and 30 percent to cost evaluation (300 points). Vendors must obtain a minimum total score of 650 of 1,000 possible points to be awarded a contract. Cost points are calculated using a lowest-price formula, with the lowest bidder receiving 100 percent of cost points and other vendors receiving proportional points based on their price relative to the lowest proposal. An administrative fee of 0.25 percent (one quarter of one percent) applies to this contract.
