About this file

This is a cost sheet attachment (Attachment C) for solicitation SB26-3 issued by the State of Utah Division of Purchasing for Traffic Channelizing and Barricade Devices. The RFP seeks to establish a contract with one or multiple vendors to supply MUTCD-compliant traffic control products including 28-inch orange traffic cones (100 pieces), 8-by-36-inch vertical panels (200 pieces), drums/barrels (25 pieces), Type II barricades (25 pieces), and 36-by-2-inch tubular traffic delineators (20 pieces) to eligible users across the state. The contract term is five years with guaranteed pricing for the first 12 months.

The cost evaluation section allocates 300 of 1,000 total available points based on pricing competitiveness, with the lowest-priced proposal receiving full points and other proposals receiving points proportionally. Vendors must submit list prices without shipping, freight, and handling costs, along with any applicable percentage discounts and minimum order quantities by product category. Service fees for fuel charges, emergency services, and shipping must be itemized separately. Vendors must achieve a minimum threshold of 650 total points (combining technical and cost evaluations) to be awarded a contract. An administrative fee of 0.25 percent applies to all awards. Vendors must first meet all mandatory minimum requirements and score at least 455 of 700 technical evaluation points (65 percent) to advance to cost evaluation.
