About this file

This is a Technical Criteria Attachment document for a Request for Proposal issued by the State of Utah Division of Purchasing for Traffic Channelizing and Barricade Devices to be supplied to Eligible Users throughout the state. The RFP may result in multiple awards and requires vendors to meet all Mandatory Minimum Requirements before proceeding to Technical Evaluation. The contract term is five years, with vendors required to guarantee pricing for twelve months.

Vendors must achieve a minimum score of 455 points out of 700 available points (65%) in the Technical Evaluation to advance to the Cost Evaluation phase. The Technical Criteria Attachment assigns points across five evaluation sections: Catalog and Product Compliance (150 points), Ordering and Customer Service (150 points), Delivery and Logistics (150 points), Quality Assurance and Warranty (150 points), and Safety and Recalls (150 points). Vendors who receive a combined total of at least 650 of the 1000 available points (technical and cost combined) will be awarded a contract. An administrative fee of 0.25% (one quarter of one percent) will be assessed. Contractors must provide clear, concise responses to evaluation questions in a specified format, excluding pricing information, promotional material, and unsolicited information. The evaluation committee will assign scores to each section, with the average score of all evaluators determining each contractor's technical score for that section.

Technical Criteria

Attachment D SB26-3 Traffic Channelizing and Barricade Devices

PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a contractor’s proposal. This is done by an evaluation of the Contractor’s responses to the questions in this document. If a Contractor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.

EVALUATION PROCESS: An evaluation committee will evaluate each response by the Contractor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the Contractor’s technical score for each section.

Possible technical evaluation points: 700 Minimum technical evaluation points to advance to the cost evaluation stage: 455

CONTRACTOR INSTRUCTIONS:

1. Contractors must provide clear and concise responses to the questions below.

2. The Contractor may provide responses in any format as long each response clearly indicates the question # and its respective response. Failure to use this format may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.

3. Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated.

Internet links will also not be accepted unless they are specifically asked for.
