About this opportunity
The State of New Jersey Department of the Treasury, Division of Purchase and Property is soliciting quotes for in-person interpretation, on-demand remote interpretation, document translation, translation validation, and transcription services across three geographic regions, with quotes due July 16, 2026 at 2:00 p.m. Eastern Time under Bid Solicitation 25DPP1171 / T3158. Bidders must submit mandatory pricing for seven Class A languages (Spanish, Chinese Mandarin and Cantonese, Portuguese, Korean, Gujarati, Haitian Creole, and Arabic) and may optionally price up to 88 Class B languages; bidders must bid all Class A price lines within a selected category and region to be considered responsive.
This is a reprocurement of expiring Contracts G4016 and M4001. Services span five categories: in-person interpretation (consecutive and simultaneous, hourly rates), on-demand remote interpretation via over-the-phone and video (per-minute rates), document translation (per-word rates), translation validation (per-word rates), and transcription (per-minute rates). Rush fees are capped at 50% markup for next-day service and 30% markup for two-day service. Pricing must be firm-fixed for the three-year contract term. Bidders may compete for one or more regions and categories, with the State intending to award responsive and competitive bidders and potentially multiple contractors per category.
Bidders intending to use subcontractors must make good faith efforts to solicit New Jersey Small Business Enterprises and Disabled Veterans' Businesses subcontractors. All contractor personnel performing work at the State House Complex must undergo background checks through the New Jersey State Police. Bidders must submit the State-Supplied Price Sheet (mandatory for Class A; optional for Class B after Class A award), organizational experience documentation demonstrating successful completion of contracts of similar size and scope, staffing plans with key personnel resumes, financial capability statements, and all required state certifications and forms including ownership disclosure, Iran investment activity disclosure, and subcontractor utilization documentation.
An optional pre-quote conference was held April 14, 2026. The electronic question period closed April 21, 2026. The contract term is three years. No bid security is required. Bidders must comply with New Jersey Standard Terms and Conditions, including insurance requirements (commercial general liability $1 million per occurrence), net 60-day payment terms, and state-mandated compliance obligations.
