About this file
This is a PowerPoint presentation from an Optional Pre-Quote Conference for New Jersey's T3158 procurement solicitation covering in-person interpretation, on-demand remote interpretation, document translation services, translation validation, and transcription services. The conference addressed procedural questions regarding bid submission requirements and provided an opportunity for potential vendors to network with other bidders and connect with small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. Questions regarding the Scope of Work and specific services should be submitted electronically through the Q&A Tab in NJSTART. The submission deadline for written questions is 2:00 p.m. on Tuesday, April 21, 2026, with quotes due by 2:00 p.m. on Thursday, May 28, 2026. The bid solicitation includes nine sections covering introduction, pre-quote submission information, quote submission requirements, scope of work, general contract terms, data security requirements, modifications to standard terms and conditions, quote evaluation and award criteria, and a glossary.
The presentation emphasizes critical pricing requirements that bidders must follow to avoid having their quotes deemed non-responsive. Bidders must complete all required price lines on the State-Supplied Price Sheet without blank lines, alterations, or formatting changes. Class A Languages are mandatory, requiring bidders to bid on all price lines within a selected category and region to be eligible for award; Class B Languages are optional with no minimum bidding requirements. The solicitation is not a waiver or delegated purchasing authority procurement, and quotes must be submitted exclusively through NJSTART—not by email, fax, or hand delivery. The presentation warns against including additional language, assumptions, or conditions that could render quotes non-responsive, such as bid validity limitations, additional fees, or statements suggesting non-binding intent.

The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.
Do not make formatting changes to the State-Supplied Price Sheet. If the price line requires a dollar amount, don’t change it to a percentage, or vice versa. If the price line includes 2 decimal places, don’t change the settings to allow 4 decimals.
Confirm that you have completed all tabs on the State-Supplied Price Sheet.
Confirm you have completed the proper version of the State-Supplied Price Sheet; it may have been revised via Bid Amendment.
Submitting a State-Supplied Price Sheet in a format other than the supplied Excel document can lead to a price sheet being deemed non-responsive when the information in a cell cannot be confirmed by the Bureau.
State-Supplied Price Sheet Class A Languages (Mandatory) See Bid Solicitation Section 3.25, State-Supplied Price Sheet Instructions, for instructions.
Bidders can submit bids for one (1) or more Region and Category.
Regions are separated by tabs: Northern, Central, and Southern For State-Supplied Price Sheet Class A Languages (Mandatory): To be considered responsive and eligible for an award in a specific Category within a respective Region, Bidders must bid on all Price Lines within Class A of that Category for the respective Region (e.g., Northern Region Category 1: In Person Interpretation – Class A: Price Lines 1-16).
If a Bidder does not bid on all the Price Lines in Class A, their Quote will be considered non-responsive and ineligible for an award in that Category within the respective Region.
Any changes or alterations to the State-Supplied Price Sheet may result in the Bidder’s Quote being deemed non-responsive.
State-Supplied Price Sheet Class B Languages (Optional) See Bid Solicitation Section 3.25, State-Supplied Price Sheet Instructions, for instructions.

HELPFUL TIPS & REMINDERS
Review Bid Solicitation in its entirety and submit any questions prior to the deadline including exceptions to the SSTC. Updated documents will be posted in NJSTART and should be reviewed as posted.
Submit Quotes on time addressing all mandatory requirements (designated by “shall”) including forms. Quotes missing mandatory requirements may be deemed non-responsive. Not submitting requested information (“should”) may impact the technical evaluation score.
Be advised that this is NOT a Waiver or Delegated Purchasing Authority (“DPA”) procurement. The Quote may not be emailed, faxed, or hand-delivered. The Quote may only be submitted through NJSTART.
Do not select “No Bid” on the NJSTART “General Tab” unless you are not intending to submit a bid. Your bid will not appear in the Bid Tab if this option is selected.
