About this opportunity

The State of Rhode Island Division of Purchases is establishing a Master Price Agreement (MPA 54) for interpreting and translation services on an open-enrollment basis, with an initial contract period from June 1, 2026, through May 31, 2027, and up to four additional 12-month renewal options. Proposals may be submitted at any time for consideration to join the qualified vendor list; this is not a closed solicitation with a single proposal deadline.

Minority and women-owned business enterprises certified by the State of Rhode Island receive preference consideration. When State agencies conduct mini-bids for pricing quotes under the MPA, at least one of three quotes issued must come from a certified MBE, WBE, or VBE vendor when such vendors are available on the qualified list.

The scope covers oral and written interpretation and translation services provided on an as-needed basis to State agencies, municipalities, and other authorized political subdivisions. Sign language interpretation and CART services are excluded and available under MPA 358. Vendors selected for the qualified list will receive scope-of-work documents and specific project requirements when State agencies initiate mini-bids. Pricing shall be submitted using the State's rate template, with time-and-material rates provided separately.

All awarded vendors must maintain insurance coverage: general liability of $1 million combined single limit, workers' compensation of $100,000, automobile liability of $1 million, and professional liability/errors and omissions of $2 million. Effective January 1, 2026, a 0.33 percent contract administrative fee will be withheld from all invoices.

Vendors must register in Ocean State Procures, submit a completed MBE Participation Acknowledgment Form, and respond to the Vendor Certification Questionnaire addressing disclosures, ownership, and certifications regarding suspension, debarment, licensing, insurance compliance, and adherence to State contracting laws. There is no guaranteed volume of work or selection commitment to any particular vendor.
