About this opportunity

The New Jersey Department of the Treasury, Division of Purchase and Property, is requesting quotes for front-end mail receipt and pre-processing services on behalf of the Department of Revenue and Enterprise Services (DORES) under Bid Solicitation #26DPP01302, with quotes due December 16, 2026, at 2:00 PM. This is a Small Business Set-Aside for Subcontracting Only, requiring bidders to make good faith efforts to solicit and hire qualified New Jersey Small Business Enterprises subcontractors.

The contractor will open, sort, screen, and prepare approximately 7 million mail receipts and nearly 5 million checks annually, consisting of income tax returns, business tax filings, motor vehicle registrations and violations, property tax reimbursements, and other state documents. The facility must be located in New Jersey within 20 miles of Trenton, equipped with storage for 100 mail hampers, loading dock, staging areas, and dedicated closed office space for two state employees. Performance standards require 99% minimum accuracy, with turnaround times ranging from one business day for vouchers and checks during non-peak seasons to three business days during peak season (February 15 through June 15), and three to seven business days for full-page returns depending on season and document type.

The contract includes ten price lines covering extraction and screening of various document types, hourly training (capped at $25 per hour), and 2D barcode and optical character recognition scanline development and maintenance. Bidders must submit quotes on all ten price lines to be deemed responsive. The base term is three years with two optional one-year extension periods for a maximum of five years. The state intends to award one contract for all price lines and reserves the right to separately procure individual requirements.

Compensation is transaction-based, with payment only for actual work performed and verified by DORES personnel; the state does not guarantee minimum work volumes and may modify work categories with one week's notice. An optional pre-quote conference is October 14, 2026, at 10:30 AM. The electronic Q&A period closes October 21, 2026, at 2:00 PM. All personnel must undergo New Jersey State Police criminal history background checks at the contractor's expense. Quotes must be submitted exclusively through NJSTART in the original Excel format with all price sheet cells completed without modification.
