About this file

This attachment document provides voucher specifications for New Jersey tax form processing related to Front End Mail Receipt & Pre-Processing Services (Bid Solicitation #26DPP01302). The specifications establish technical requirements for five voucher types: NJ-1040-V, NJ-1040-NRV, NJ-1041-V, NJ-1040-ES-V, and NJ-630. All vouchers must be printed on 8.5" x 11" paper and include both one-dimensional (1D) Code 39 barcodes positioned in the top left corner with minimum 1/4" spacing, and two-dimensional (2D) PDF417 barcodes positioned toward the bottom of the form. The 1D barcode must have a minimum height of 1 inch or 25% of barcode length (whichever is greater), narrow-element width of 7.5 mils minimum, and a wide-to-narrow ratio between 2.0:1 and 3.0:1, with 3:1 preferred. The 2D barcode specifications require horizontal barcode element dimensions between 10 and 25 mils, a minimum Y/X ratio of 2, and error correction code level 4, all readable at 200 DPI.

The voucher specifications include detailed field requirements for both 2D barcodes and scanlines, with scanlines formatted in OCRA font positioned 3/8" from the form bottom. Each voucher type contains specific 1D barcode values (NJ-1040-V: 0130301010; NJ-1040-NRV: 0130401010; NJ-1041-V: 0130501010; NJ-630: 0139301010; NJ-1040-ES-V: 0120301010) and corresponding 2D barcode field structures containing required elements such as magic codes, developer codes, tax form identifiers, tax year values, taxpayer SSN, name control, resident type designations, and amount remitted fields. The document specifies that 2D barcodes and scanlines require annual testing and updates on January 1 to reflect the current calendar year (with the exception of NJ-1040-ES-V, which uses current year plus one). Scanline field positions are precisely defined, with form codes, taxpayer identification, check digits, year, month, resident type, and amount due positioned at specific locations for optical character recognition processing.
