About this opportunity
The City of Hayward is requesting quotes for supply and delivery of unleaded gasoline, renewable diesel, Neste-MY renewable diesel, and fuel card services under RFQ #26-046, with responses due June 30, 2026 at 4:00 PM. A local bidder preference of 10% applies in the evaluation criteria.
The scope covers bulk fuel supply and delivery to nine fire stations, a corporation yard, and a water resource recovery facility, with regular business-hour deliveries (Monday–Friday, 7:00 AM–3:00 PM) and emergency delivery capability within four hours at no additional cost. Fuel must comply with California Air Resources Board and American Society of Testing Materials standards. Pricing is based on published OPIS rates for San Francisco with bidder-specified markups or markdowns per gallon on a FOB Destination basis. The City currently maintains 364 fuel cards and does not pay monthly fees, out-of-network transaction fees, late payment fees, or replacement fees under the current contract; bidders may propose these fees if applicable. Vendors must provide online fuel card management platforms and proof of valid City of Hayward business license, commercial general liability and workers' compensation insurance, and compliance with U.S. DOT, California DOT, and hazardous materials requirements.
The City historically expends approximately $1 million annually on fuel but guarantees no minimum purchase volume. The contract term is five years. Evaluation criteria are proposal quality (30%), experience and past performance (30%), cost and pricing competitiveness (30%), and local bidder preference (10%). Questions are due June 8, 2026. Finalist interviews are tentatively scheduled for July 6, 2026, with firm selection targeted for August 18, 2026. Electronic submissions are required through OpenGov Procurement at https://procurement.opengov.com/portal/hayward-ca. Bidders must submit references, capacity documentation, detailed service plans, and proof of necessary insurance coverage. Performance and labor/materials bonds equal to 100 percent of the total contract amount are required. The City requires nondiscriminatory employment practices and affirmative action compliance, nuclear weapons affirmation under City Ordinance No. 87024, and non-collusion affidavit attestation.
