About this opportunity
The City of Hayward is requesting quotes for large-scale weed and rubbish abatement services on city-owned property, with proposals due December 3, 2026 at 12:00 p.m. and a question submission deadline of November 12, 2026. Prevailing wage requirements under California Labor Code Sections 1771 and 1777.5 apply; projects exceeding $15,000 for maintenance work trigger DIR registration and prevailing wage obligations, with penalties up to $50 per day per worker for wage violations.
The scope encompasses vegetation management and defensible-space creation across ten designated Hayward locations: grass cutting to 4 inches or less, tree limbing 6–15 feet depending on slope, shrub removal under tree canopy, 50-foot firebreaks near structures, 15-foot roadside clearance, and total removal or herbicide treatment of Pampas grass. Work must commence by May 4 and conclude by June 30 annually for the contract duration. Contractors must be specially trained and experienced in large-scale weed abatement to reduce and remove ladder fuel from roadsides and structures. Pricing must be submitted as an all-inclusive lump sum covering all labor, materials, equipment, transportation, disposal, licenses, and permits; contractors must separately provide total man-hours and itemized cost per location.
Bidders must hold current City of Hayward business licenses and provide proof of Commercial General Liability, Automobile Liability, Workers' Compensation and Employer's Liability, and Professional Liability insurance with minimum single limits of $1,000,000 through California-admitted insurers rated A:XI or better by A.M. Best's. Three references from similar projects completed within the past five years are required, with preference for projects in Alameda, Contra Costa, Santa Clara, or San Mateo Counties completed within the past three years. The City intends to select a contractor by December 17, 2026. Electronic submission through OpenGov Procurement at https://procurement.opengov.com/portal/hayward-ca is mandatory; bidders must create a free account and submit responses, nondiscrimination certification, and non-collusion affidavit.
