About this file

This is a Request for Quotation (RFQ) #26-046 issued by the City of Hayward, California, for supply and delivery of fuel products and fuel card services. The City seeks qualified contractors to provide unleaded gasoline, renewable diesel, Neste-MY renewable diesel, and fuel card services with online management platforms over a five-year contract period. The services will support nine fire stations, a corporation yard, and a water resource recovery facility across the city. The RFQ was released on May 26, 2026, with a question submission deadline of June 8, 2026, and a response deadline of June 30, 2026, at 4:00 PM. Finalist interviews are tentatively scheduled for July 6, 2026, with firm selection targeted for August 18, 2026. Electronic submissions are required through OpenGov Procurement at https://procurement.opengov.com/portal/hayward-ca. The contract encompasses supply and delivery of bulk fuel at specified locations with regular business hour deliveries (Monday–Friday, 7:00 AM–3:00 PM) and emergency delivery capability within four hours at no additional cost.

Pricing for fuel products is based on published OPIS (Oil Price Information Service) rates for San Francisco with bidder-specified markups or markdowns per gallon on a FOB Destination basis. Fuel specifications must comply with California Air Resources Board (CARB) and American Society of Testing Materials (ASTM) standards. The City historically expends approximately $1,000,000 annually on fuel but guarantees no minimum purchase volume. For fuel card services, the City currently maintains 364 cards and does not pay monthly fees, out-of-network transaction fees, late payment fees, or replacement fees under the current contract; bidders may propose these fees if applicable. The vendor must provide proof of valid City of Hayward business license, maintain appropriate insurance coverage including commercial general liability and workers' compensation, and comply with U.S. DOT, California DOT, and HazMat requirements. Evaluation criteria include proposal quality (30%), experience and past performance (30%), cost and pricing competitiveness (30%), and local bidder preference (10%). All fuel and related taxes are excluded from the bid price but will be added at delivery; the City is exempt from federal excise tax. Bidders must submit references, capacity documentation, detailed service plans, and proof of necessary insurance coverage as part of their complete proposal.
