About this opportunity
The Florida Department of Children and Families (DCF), Substance Abuse and Mental Health (SAMH) is issuing an Invitation to Negotiate (ITN) for comprehensive forensic mental health services at the South Florida Evaluation and Treatment Center (SFETC) located in Florida City. The procurement seeks a single qualified respondent to provide facility-based services for adults and juveniles adjudicated as adults who have been committed under Chapter 916, Florida Statutes, specifically for individuals deemed Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI). The contract will cover full facility operations, including management, operations, facility maintenance, security, substance abuse, and mental health treatment within the legislatively appropriated budget for a 249-bed facility. Key objectives include reducing average competency restoration time to 125 days or less and ensuring at least 63% of NGI residents show improvement in functional levels. The evaluation criteria will comprehensively assess programmatic qualifications, services approach, facility management, and financial capabilities. Critical dates include a mandatory pre-solicitation conference on July 16, 2025, with proposal responses due by October 8, 2025, and an anticipated contract start date of September 1, 2025, with an initial five-year term and potential five-year renewal option.
The ITN encourages participation from Woman-, Veteran-, and Minority-owned small businesses, with no specific set-aside percentages explicitly stated. The current facility operator is Wellpath Recovery Solutions, whose contract expires in December 2025, indicating a transition is imminent. The contract is funded through general revenue appropriations, with an anticipated annual budget not exceeding $32,006,062, representing the current market rate for similar forensic mental health facility operations. The procurement allows the Department to select one or more respondents, divide work among respondents, or reject all responses, providing flexibility in the selection process. A major repair and replacement reserve fund will be established, with $8,500 monthly set aside for equipment and property repairs over $100,000. The successful respondent will be responsible for all start-up and readiness costs, with no additional funds allocated for these activities. The contract includes comprehensive staffing requirements, mandating 322.1 full-time equivalent positions across various departments, and will require maintaining high standards of care, effective competency restoration, and risk management.
