Addendum No. 01 to DCF ITN 2425 012: SFETC Operations
This addendum modifies the Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health's Invitation to Negotiate (ITN) for Southeast Florida Evaluation and Treatment Center (SFETC) Operations. The procurement seeks a single qualified respondent to provide comprehensive forensic mental health services for adults and juveniles adjudicated as adults who have been committed under Chapter 916, Florida Statutes as either Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI). The facility-based services will be provided at the state-owned SFETC location in Florida City and include full facility operations encompassing management, operations, facility maintenance, security, and integrated substance abuse and mental health treatment. The addendum establishes that attendance at the Mandatory Pre-Solicitation Conference is a prerequisite for acceptance of any response, with vendors expected to have reviewed the complete ITN prior to attending. During the on-site conference, the Department will provide supplemental materials including equipment lists, reports, and facility specifications upon request from the Procurement Officer listed in Section 1.3. The original response due date is scheduled for October 8, 2025, with the anticipated contract start date of September 1, 2025, and an initial five-year term with a potential five-year renewal option.
The contract covers a 249-bed facility with an anticipated annual budget not exceeding $32,006,062, representing the current market rate for similar forensic mental health facility operations. The successful respondent will be responsible for all start-up and readiness costs with no additional funds allocated for these activities. The contract mandates 322.1 full-time equivalent positions across various departments and includes a major repair and replacement reserve fund with $8,500 monthly set aside for equipment and property repairs exceeding $100,000. The current facility operator is Wellpath Recovery Solutions, whose contract expires in December 2025. Key performance objectives include reducing average competency restoration time to 125 days or less and ensuring at least 63% of NGI residents show improvement in functional levels. The procurement encourages participation from Woman-, Veteran-, and Minority-owned small businesses, with the Department retaining flexibility to select one or more respondents, divide work among respondents, or reject all responses.
