Addendum No. 02 – DCF ITN 2425 012 SFETC Operations
This is Addendum No. 02 to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health, for the operation of the South Florida Evaluation and Treatment Center (SFETC) located in Florida City. The solicitation seeks a single qualified respondent to provide comprehensive facility-based forensic mental health services for adults and juveniles adjudicated as adults who have been committed as either Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI) under Chapter 916, Florida Statutes. Services encompass full facility operations including management, operations, facility maintenance, security integration, substance abuse treatment, and mental health treatment. The addendum revises key timeline dates: the mandatory in-person pre-solicitation conference is scheduled for July 16, 2025, from 9:30 AM to approximately 3:30 PM at the SFETC facility; written questions must be received by August 11, 2025, at 2:00 PM; the Department's anticipated response to questions is August 27, 2025, through September 22, 2025; electronic responses must be received by October 8, 2025, or October 29, 2025, at 2:00 PM; and the response opening is scheduled for October 9, 2025, or October 30, 2025, at 11:00 AM via GoToMeeting. The anticipated posting of the intended contract award is February 9, 2026, with an effective contract date of July 1, 2026.
The addendum does not modify pricing terms, set-asides, or funding information from the original solicitation. The current facility operator, Wellpath Recovery Solutions, holds the expiring contract through December 2025. The anticipated annual budget does not exceed $32,006,062, representing the current market rate for similar forensic mental health facility operations. The facility operates as a 249-bed center requiring 322.1 full-time equivalent positions across various departments. The contract will establish a major repair and replacement reserve fund with $8,500 monthly set aside for equipment and property repairs exceeding $100,000. All addendum additions are highlighted in yellow, with deletions indicated by strikethrough text. Vendors are requested to notify the Procurement Officer of their intent to attend the pre-solicitation conference by July 9, 2025, at 12:00 PM, although this notification is optional. All meetings designated with an asterisk are public meetings accessible via the VIP Electronic Posting site at https://vendor.myfloridamarketplace.com/.
