The solicitation encompasses all operational components including management, facility operations and maintenance, security integration, and substance abuse and mental health treatment services for adults and juveniles adjudicated as adults and committed under Chapter 916, Florida Statutes as either Incompetent to Proceed (ITP) or not guilty by reason of insanity (NGI). A mandatory in-person pre-solicitation conference is scheduled for July 16, 2025 at the facility. Written questions must be received by August 11, 2025, with anticipated departmental responses by August 27, 2025. The facility has no identified incumbent provider, and funding consists of general revenue appropriated annually by the Florida Legislature and is subject to fund availability. The Department will not provide funding for start-up or readiness activities, cost-of-living increases, or non-compliance remediation. All allowable costs must comply with the Department of Financial Services' Reference Guide for State Expenditures.
