About this file

This is an Addendum No. 04 to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health, for the operation of the South Florida Evaluation and Treatment Center (SFETC) located in Florida City. The solicitation seeks a single qualified respondent to provide comprehensive facility-based forensic mental health services for adults and juveniles adjudicated as adults who have been committed under Chapter 916, Florida Statutes, as either Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI). Services include full facility operations encompassing management, facility maintenance, security integration, and substance abuse and mental health treatment. The mandatory in-person pre-solicitation conference was scheduled for July 16, 2025, from 9:30 AM to approximately 3:30 PM at the SFETC facility. Written questions were due by August 11, 2025, at 2:00 PM, with the Department's response to questions anticipated between October 6 and October 20, 2025. Electronic responses from vendors were due by December 1, 2025, at 2:00 PM, with response opening scheduled for December 2, 2025, at 11:00 AM via video conference. The anticipated posting of the intended contract award is February 9, 2026, with an effective contract date of July 1, 2026.

The contract covers a 249-bed facility with a legislatively appropriated budget not exceeding $32,006,062 annually, representing the current market rate for similar forensic mental health facility operations. Key performance objectives include reducing average competency restoration time to 125 days or less and achieving at least 63% improvement in functional levels for NGI residents. The contract requires the successful respondent to maintain 322.1 full-time equivalent positions across various departments and establish a major repair and replacement reserve fund with $8,500 monthly set aside for equipment and property repairs exceeding $100,000. The current operator is Wellpath Recovery Solutions, whose contract expires in December 2025. The Department will select one or more respondents or reject all responses at its discretion. The initial contract term is five years with a potential five-year renewal option, and the contract is funded through general revenue appropriations. Addendum No. 04, posted on October 8, 2025, updated multiple timeline dates including the response due date (changed to December 1, 2025) and response opening date (changed to December 2, 2025).
