The ITN seeks a qualified vendor to provide comprehensive forensic mental health services for adults and juveniles adjudicated as adults who have been committed under Chapter 916, Florida Statutes. The contract will cover facility-based services at the state-owned SFETC located in Florida City, with an anticipated start date of September 1, 2025. The initial contract term is five years with a potential five-year renewal option, covering 249 available beds and requiring full operational management including security, substance abuse treatment, and mental health services within the legislatively appropriated budget.
Funding for the services will be general revenue appropriated annually by the Florida Legislature and is subject to fund availability. The contract will not provide funds for start-up or readiness activities, which will be the responsibility of the successful respondent. The procurement process involves a mandatory in-person pre-solicitation conference on July 16, 2025, with written questions due by August 11, 2025. Responses will be evaluated based on programmatic and financial criteria, with a total possible score of 410 points.
