Summary of Addendum No. 01 to DCF ITN 2425 012 SFETC
This document is an addendum issued by the Florida Department of Children and Families (DCF), Substance Abuse and Mental Health (SAMH) division, providing language updates to the Invitation to Negotiate (ITN) for operations of the South Florida Evaluation and Treatment Center (SFETC). The ITN solicits a single qualified respondent to provide comprehensive facility-based forensic mental health services for adults and juveniles adjudicated as adults who are committed under Chapter 916, Florida Statutes, as either Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI). Services encompass full facility operations including management, operations, facility maintenance, security integration, and substance abuse and mental health treatment. The 249-bed facility is state-owned and located in Florida City. The mandatory pre-solicitation conference was scheduled for July 16, 2025, with an initial proposal response deadline of October 8, 2025. The anticipated contract start date is September 1, 2025, with an initial five-year term and a potential five-year renewal option. The procurement process allows the Department to select one or more respondents, divide work among them, or reject all responses.
The contract is funded through general revenue appropriations with an anticipated annual budget not exceeding $32,006,062, reflecting the current market rate for similar forensic mental health facility operations. The incumbent operator, Wellpath Recovery Solutions, has a contract expiring in December 2025. The successful respondent must maintain a staffing complement of 322.1 full-time equivalent positions and meet performance objectives including reducing average competency restoration time to 125 days or less and ensuring at least 63% of NGI residents demonstrate improvement in functional levels. All start-up and readiness costs are the responsibility of the successful respondent with no additional funding allocated. A major repair and replacement reserve fund will be established with $8,500 monthly set aside for equipment and property repairs exceeding $100,000. The ITN encourages participation from Woman-, Veteran-, and Minority-owned small businesses, though no explicit set-aside percentages are stated. Addendum No. 01, posted on July 17, 2025, contains language updates to the original solicitation.
