About this file
This is Addendum No. 06 to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health, for the operation of the Southeast Florida Evaluation and Treatment Center (SFETC) located in Florida City. The solicitation seeks a single qualified respondent to provide comprehensive forensic mental health services for adults and juveniles adjudicated as adults who have been committed as Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI) under Chapter 916, Florida Statutes. Services include full facility operations encompassing management, operations, facility maintenance, security integration, and substance abuse and mental health treatment. The addendum updates the solicitation timeline with key dates including a mandatory in-person pre-solicitation conference on July 16, 2025, at the SFETC facility; written questions due by August 11, 2025; the Department's anticipated response to questions by November 17, 2025; electronic responses due by January 8, 2026, at 2:00 PM; response opening on January 9, 2026, at 11:00 AM via video conference; anticipated posting of intended contract award by March 30, 2026; and an effective contract date of July 1, 2026. Vendors planning to attend the pre-solicitation conference are requested to notify the Procurement Officer by July 9, 2025.
The addendum reflects multiple timeline extensions as indicated by six previous addenda issued between July and November 2025, suggesting delays in the procurement process. The current facility operator, Wellpath Recovery Solutions, has a contract expiring in December 2025, creating urgency for contract transition. The anticipated annual budget does not exceed $32,006,062, representing the current market rate for similar forensic mental health facility operations. The successful respondent will be responsible for all start-up and readiness costs with no additional funds allocated for these activities. The contract includes a major repair and replacement reserve fund with $8,500 monthly set aside for equipment and property repairs exceeding $100,000. The procurement mandates 322.1 full-time equivalent positions across various departments and is funded through general revenue appropriations. The Department reserves the right to select one or more respondents, divide work among respondents, or reject all responses.
