About this opportunity
Orange County, Florida is issuing a Request for Proposals (RFP Y26-131) for a comprehensive School Zone Speed Detection Safety Program seeking a single prime contractor to design, install, maintain, and operate an automated speed enforcement system at up to 120 school locations throughout Orange County and Orlando City. The contractor must provide a complete turnkey solution including speed detection cameras, mounting structures, warning signage, power systems, network connectivity, violation processing software, and payment collection platforms, with delivery of a minimum of 24 speed enforcement cameras within 90 days of contract execution and service commencement by August 2026. Key deliverables include baseline traffic monitoring for a minimum of 72 hours at each site, site design and permitting (including Florida Department of Transportation approval), installation at a minimum rate of five systems per month with full deployment within six months of notice to proceed, violation processing within five days, and ongoing maintenance with 24-hour response times and 72-hour repair windows. The 10-year contract includes milestone review clauses at years four and seven requiring equipment upgrades to current industry standards at no additional cost to the County. Respondents must provide a minimum of five references for similar school zone speed detection systems completed within the last ten years, with at least two from federal, state, or local governmental entities, each demonstrating experience with a minimum of 40 schools, and must submit detailed qualifications including personnel resumes, work history, equipment and facilities lists, and pricing proposals. Evaluation will be based on qualifications of staff (20 points), qualifications of firm (20 points), technical approach (25 points), location (10 points), and fee proposal (25 points), with bonus points available for dislocated worker hires and Service-Disabled Veteran subcontractor participation. A non-mandatory pre-proposal conference is scheduled for Monday, March 2, 2026 at 10:00 AM via WebEx, with questions due by 5:00 PM EST on Wednesday, March 4, 2026, and sealed electronic proposals due by 4:00 PM EST on Tuesday, March 24, 2026 via the OpenGov e-Procurement Platform only.
Respondents must comply with strict foreign ownership restrictions and execute a Camera System Affidavit certifying that the company is not owned by or under controlling interest of a foreign country of concern, as defined under Florida Statute Section 287.138(1). All submissions must demonstrate compliance with Orange County's Enterprise Security Standards for both internal applications and external data hosting, including encryption of sensitive data at rest and in transit, SAML-based single sign-on compatibility with multi-factor authentication, antivirus requirements compatible with Sophos Anti-Virus, annual cybersecurity penetration testing, and adherence to Florida Public Records requirements with data storage on servers located within the continental United States. Contractors must maintain comprehensive insurance including $1,000,000 commercial general liability, $1,000,000 business auto liability, and statutory workers' compensation coverage, and must comply with E-Verify employment verification, drug-free workplace policies, and all applicable Florida statutes including Chapter 316 and Orange County Ordinance 2025-25. The estimated contract budget is $31,464,000.00 with a firm fixed-fee structure comprising a monthly per-intersection-approach fee covering all labor, equipment, installation, maintenance, operation, design, permitting, utilities, data transmission, software, training, and first-class mailings, plus separate per-piece fees for certified mail processing and hourly rates for litigation support. All violation funds collected must be deposited into Orange County's qualified public depository through a County-designated lockbox and merchant services provider, with no surcharge to payors. The County reserves the right to reject any or all proposals, cancel the solicitation, expand the system to additional schools, or require relocation or removal of systems at no additional cost to the County.
