About this file
This is a Camera System Affidavit form for Orange County, Florida's School Zone Speed Detection Safety Program (RFP Y26-131). The affidavit serves as a mandatory certification document that respondents must execute and submit with their proposals. The form requires an authorized company representative over the age of 18 to declare under penalty of perjury that the company is not owned by and does not have a controlling interest held by a foreign country of concern as defined in Florida Statute Section 287.138(1). The affidavit must be completed with the signatory's name, title, and role within the company, along with the company name and business entity information. This certification is required pursuant to Florida Statute 92.525, and false statements made in the declaration may subject signatories to criminal penalties. Sealed electronic proposals for the School Zone Speed Detection Safety Program are due by 4:00 PM EST on March 24, 2026, or April 16, 2026 (per the updated deadline notice), submitted exclusively through the OpenGov e-Procurement Platform, with a non-mandatory pre-proposal conference scheduled for March 2, 2026 at 10:00 AM via WebEx and questions due by March 4, 2026.
The affidavit form itself contains no pricing terms, set-asides, or funding information; rather, it functions as a compliance and foreign ownership certification requirement applicable to all respondents. The broader contract opportunity involves an estimated budget of $31,464,000.00 over a 10-year term with a firm fixed-fee structure comprising monthly per-intersection-approach fees and separate per-piece fees for certified mail and hourly litigation support rates. All respondents must comply with foreign ownership restrictions through execution of this affidavit as a condition of proposal acceptance and contract award eligibility.
