About this file
This is a Security Questionnaire form issued by Orange County Government Board of County Commissioners (OCGBCC) for the School Zone Speed Detection Safety Program (RFP Y26-131). The questionnaire is designed to determine compliance with OCGBCC enterprise security policies and procedures for the proposed automated speed enforcement system. Respondents must complete contact information sections identifying the project name, ISS Project Leader, business department, and vendor contact. The questionnaire requires detailed submission of project scope documentation including information on county workstations, databases, servers, internet and DMZ usage, application data sensitivity levels, mobile applications, browser extensions, service accounts, APIs, SSL certificates, and complete network diagrams. A non-mandatory pre-proposal conference is scheduled for Monday, March 2, 2026 at 10:00 AM via WebEx, with questions due by 5:00 PM EST on Wednesday, March 4, 2026. Sealed electronic proposals are due by 4:00 PM EST on Tuesday, March 24, 2026 (with an updated deadline of Thursday, April 16, 2026) via the OpenGov e-Procurement Platform. The contract term is ten years with milestone review clauses at years four and seven.
Respondents must demonstrate compliance with multiple security standards including HIPAA, PCI-DSS, and CJIS regulations as applicable. The questionnaire requires confirmation that solutions support SAML-based single sign-on with multi-factor authentication, encrypt information in transit and at rest using field-level encryption, maintain compatibility with antivirus software and latest security patches, utilize unique non-shared domains, contain no sensitive information, employ unique accounts adhering to least-privilege principles, comply with Florida Public Records requirements, and generate exportable audit logs for all actions. Respondents must provide evidence of a completed cybersecurity penetration test with date and auditor information, or include a statement committing to assessment completion by Orange County or a reputable third-party security assessor. All submissions must certify foreign ownership compliance under Florida Statute Section 287.138(1) and confirm data storage on continental United States servers.
