About this file

This is a Reference Verification Form for Orange County, Florida's School Zone Speed Detection Safety Program (Y26-131), an automated speed enforcement system procurement requiring proposers to submit documentation of prior relevant experience. Proposers must provide a minimum of five references for school zone speed detection systems completed within the last ten years, with at least two references from federal, state, or local governmental entities demonstrating experience with a minimum of 40 schools each. All references must be for services provided directly to client jurisdictions within the United States and cannot include third-party service providers. The contract involves designing, installing, maintaining, and operating speed detection systems at up to 120 school locations throughout Orange County and Orlando City over a 10-year term. Sealed proposals are due by 4:00 PM EST on March 24, 2026, with a non-mandatory pre-proposal conference scheduled for March 2, 2026, and questions due by March 4, 2026. The estimated contract budget is $31,464,000.00 with a firm fixed-fee structure.

The Reference Verification Form requires proposers to document comprehensive service capabilities across hardware, software, installation, maintenance, operation, and back-office violation processing for each reference provided. Proposers must exclude references for speed cameras, radar, LIDAR systems, red light cameras, stop sign enforcement cameras, bus lane enforcement systems, license plate recognition technology, railroad crossing cameras, and inductive loop triggers, as these are not considered similar in scope and magnitude. Each reference entry must include company name, contact information, contract dates, contract value, and the total number of school zone speed detection system units maintained, with responses submitted electronically through the OpenGov e-Procurement Platform only. No hand-delivered, mailed, faxed, or emailed responses will be accepted.
