About this file

This is a Reference Verification Form for Orange County, Florida's School Zone Speed Detection Safety Program (RFP Y26-131), establishing mandatory requirements for proposers submitting qualifications for a comprehensive automated speed enforcement system. Proposers must submit a minimum of five references from work completed within the last ten years for school zone speed detection systems, with at least two references from federal, state, or local governmental entities, each demonstrating experience with a minimum of 40 schools. All references must be located within the United States and represent direct services provided to client jurisdictions rather than third-party service provider arrangements. The form requires proposers to document reference contact information including company name, address, contract title, term dates, contract value, contact person email, and phone number, and to verify whether contracted services encompassed hardware, software, installation, maintenance, operation, and back-office violation processing. The form explicitly excludes references for speed cameras, radar/LIDAR systems, red light cameras, time-based beacon-triggered systems, stop sign enforcement cameras, bus lane/HOV enforcement cameras, license plate recognition systems, railroad crossing cameras, and inductive loop triggers, as these are not considered similar in scope and magnitude to school zone speed detection systems.

The verification form requires proposers to document the total number of school zone speed detection system units maintained for each reference, with this count representing speed detection units only and excluding individual approaches. The form structure provides five reference columns for detailed comparison and evaluation against the specified criteria, ensuring all proposed references meet the scope and magnitude requirements established by Orange County for this 10-year contract covering up to 120 school locations with an estimated budget of $31,464,000.00.
