About this file
This is a Reference Verification Form for the School Zone Speed Detection Safety Program (Y26-131) issued by Orange County, Florida. Proposers must provide a minimum of five references for school zone speed detection systems completed within the last ten years, with at least two references from federal, state, or local governmental entities, each demonstrating experience with a minimum of forty schools. All references must be for services provided directly to client jurisdictions within the United States and must be similar in scope and magnitude to the requested services. The form requires proposers to document contract details including company name, address, contact information, contract title, contract term dates, and contract value for each reference. Sealed responses are due by 4:00 pm EST on Tuesday, March 24, 2026, and must be submitted electronically via the OpenGov e-Procurement Platform; responses submitted through any other method or after the deadline will be rejected.
The Reference Verification Form includes evaluation criteria requiring proposers to confirm whether contracted services encompass hardware, software, installation, maintenance, operation, and back-office processing of violations for each reference. Proposers are instructed to exclude references for equipment systems deemed not comparable in scope and magnitude, including speed cameras, radar or LIDAR systems, red light cameras, time-based beacon-triggered systems, stop sign enforcement cameras, bus lane or HOV enforcement cameras, license plate recognition systems, railroad crossing enforcement cameras, and inductive loop or radar triggers with video evidence. For each reference, proposers must document the total number of school zone speed detection system units maintained, counted by individual units rather than approaches or intersections.
