About this file

This is a Reference Verification Form for Orange County, Florida's School Zone Speed Detection Safety Program (RFP Y26-131), which seeks qualified contractors to design, install, maintain, and operate an automated speed enforcement system across up to 120 school locations in Orange County and Orlando City. Proposers must submit a minimum of five references for similar school zone speed detection systems completed within the last ten years, with at least two references from federal, state, or local governmental entities, each demonstrating experience with a minimum of 40 schools. References must be for services provided directly to client jurisdictions within the United States and cannot include speed cameras, radar/LIDAR systems, red light cameras, stop sign enforcement cameras, or license plate recognition systems. The submission deadline for sealed electronic proposals is 4:00 PM EST on Tuesday, March 24, 2026, via the OpenGov e-Procurement Platform, with a non-mandatory pre-proposal conference scheduled for Monday, March 2, 2026, at 10:00 AM via WebEx. The contract term is ten years with milestone review clauses at years four and seven requiring equipment upgrades at no additional cost to the County.

The reference verification form requires proposers to document for each reference whether contracted services include hardware, software, installation, maintenance, operation, and back-office processing of violations, as well as the total number of school zone speed detection system units maintained. All references must include complete contact information including company name and address, contact person, contract title and description, contract term dates, contract value, email address, and phone number. The estimated contract budget is $31,464,000.00 with a firm fixed-fee structure comprising monthly per-intersection-approach fees covering all labor, equipment, installation, maintenance, operation, design, permitting, utilities, data transmission, software, and training, plus separate per-piece fees for certified mail processing and hourly rates for litigation support. Evaluation criteria include qualifications of staff (20 points), qualifications of firm (20 points), technical approach (25 points), location (10 points), and fee proposal (25 points), with bonus points available for dislocated worker hires and Service-Disabled Veteran subcontractor participation.
