About this opportunity
Volusia County, Florida is soliciting design-build services through Invitation to Bid No. 26-B-78JS to reconstruct an existing fishing dock located at 1652 John Anderson Drive in Ormond Beach, Florida that was damaged during the 2017 hurricane season. The procurement requires a State of Florida Certified General, Building, or Marine Contractor to provide comprehensive services including permitting, engineering and design, and construction. The existing timber dock structure extends into the intracoastal waterway with a main boardwalk section approximately 6 feet wide constructed over 8-inch round marine piles and a 12-foot by 24-foot end section running north-south; the reconstructed dock must match the existing footprint with pile spacing determined by the contractor's engineer, and the design-build team is required to field-verify all dimensions. The scope of work encompasses 20 line items including general conditions, mobilization and demobilization, signed and sealed construction documents prepared by a Florida-licensed structural engineer, procurement of all required jurisdictional agency permits from the Army Corps of Engineers, Florida Department of Environmental Protection, and Volusia County, demolition and haul-off, pier superstructure with headers and stringers, pressure-treated Southern Yellow Pine decking, ADA-compliant gangway and handrails, timber guardrails, 316 stainless steel hardware, stone revetment coquina, reinforced concrete bulkhead, ADA-compliant concrete parking area, chain link fencing, and as-built surveys by a licensed surveyor. The engineering and design phase is expected to take 150 days concurrent with permitting, while construction is anticipated not to exceed 90 days following county approval of construction documents, with substantial completion required within 210 days and final completion within 240 days total from issuance of the Notice to Proceed. All work must comply with current Florida Building Codes, Americans with Disabilities Act requirements, manatee protection conditions, sea turtle and smalltooth sawfish construction conditions, and include a minimum one-year warranty from substantial completion. The pre-bid conference is scheduled for April 14, 2026 at 9:00 a.m. at the project site; the deadline for submitting questions is April 23, 2026 at 11:59 p.m.; and bid responses are due by May 7, 2026 at 3:00 p.m. through the County's eProcurement Portal.
The contract carries no specific set-aside designations for disadvantaged enterprises, though the Prime-Subcontractor Form will be used to determine local bid preference in accordance with solicitation requirements. A bid bond equal to five percent of the total bid price is required and must remain valid for at least 120 days. The contractor must maintain comprehensive insurance coverage throughout the project, including Workers Compensation with waiver of subrogation and Florida statutory coverage, Commercial General Liability with per occurrence limits of $1,000,000 and general aggregate of $2,000,000, Auto Liability with combined single limits of $1,000,000, Contractors Pollution Liability at $1,000,000, Professional Liability at $500,000 per claim and aggregate, and Marine Protection & Indemnity and Marine Pollution Liability each at $1,000,000 occurrence and aggregate, with Volusia County named as additional insured on all policies. Performance and payment bonds are required because the project exceeds the $200,000 threshold mandated by Florida Statute. Liquidated damages are assessed at $250 per day for each calendar day of delay after substantial completion; the county retains five percent of each monthly payment request in accordance with Florida Statute 255.078; and payment on undisputed invoices is remitted within 20 business days for construction services. The engineer's estimate for the project is $250,000, though alternative bid documentation references a project budget of $150,000. The project is eligible for Echo (Hazard Mitigation Grant Program) funding, which provides federal disaster assistance for reconstruction related to the 2017 hurricane damage.
