About this file
This is an Insurance Requirements exhibit for Volusia County, Florida's design-build procurement (Invitation to Bid No. 26-B-78JS) for the Rivershore-Oceanshore Fishing Dock Replacement project in Ormond Beach. The project involves reconstructing an existing timber dock structure damaged during the 2017 hurricane season. The contractor must maintain comprehensive insurance coverage throughout the project duration, including Workers Compensation with waiver of subrogation and Florida statutory coverage; Commercial General Liability with per occurrence limits of $1,000,000 and general aggregate of $2,000,000; Auto Liability with combined single limits of $1,000,000; Contractors Pollution Liability at $1,000,000; Professional Liability at $500,000 per claim and aggregate; and Marine Protection & Indemnity and Marine Pollution Liability each at $1,000,000 occurrence and aggregate. Volusia County must be named as additional insured on all applicable policies with primary and non-contributory coverage and waiver of subrogation provisions. A pre-bid conference is scheduled for April 14, 2026, with questions due by April 23, 2026, and bid responses due May 7, 2026.
All insurance policies require thirty days' written notice of cancellation directed to the County of Volusia Purchasing & Contracts Division at 123 W. Indiana Avenue, Room 302, DeLand, FL 32720, Attention: Jalene Serwanski, Risk Management Division. The Installation coverage requirement designates the County as additional loss payee for all-risk protection covering wind, hail, named storm, and flood at the value of the project. Marine Protection & Indemnity and Marine Pollution Liability coverage are required only if watercraft will be used on the project. The contractor and all subcontractors and independent contractors must comply with these insurance requirements and maintain identical policy limits, terms, and conditions as specified for the general contractor.
