About this file
This file is a construction scope of work and design-build specifications document prepared by Volusia County, Florida for the reconstruction of a fishing dock facility located at 1652 John Anderson Drive in Ormond Beach, Florida. Volusia County is soliciting a State of Florida Certified General, Building, or Marine Contractor to provide comprehensive design-build services encompassing permitting, engineering, design, and construction. The existing timber dock structure, which extends into the intracoastal waterway with a main boardwalk section of 6 feet in width constructed over 8-inch round marine piles and a 12'x24' end section oriented north-south, was damaged during the 2017 hurricane season and is eligible for FEMA funding. The contractor is responsible for obtaining all necessary permits from the U.S. Army Corps of Engineers, Florida Department of Environmental Protection, and Volusia County, with an anticipated timeline of 150 days from Notice to Proceed. The engineering and design phase, running concurrently with permitting over 150 days, requires submission of plans at 30%, 60%, 90%, and final design stages, with all designs to be certified by a State of Florida FBPE Engineer and compliant with current Florida Building Codes. The construction phase is expected not to exceed 90 days following County approval of construction documents, with the contractor providing project closeout services, final as-built surveys, and a minimum one-year warranty from substantial completion.
The project budget is identified as $250,000.00 in the primary scope document, though alternative versions reference a $150,000.00 budget. Design specifications include an ADA-compliant dock system with PT SYP #1 grade decking and handrails, pressure-treated timber stringers and piles with specified CCA treatment levels, 316 stainless steel fasteners, PVC-T pile wrapping for all in-water piles, a concrete parking area with one ADA-compliant space, connecting concrete walkways and landing, and stone revetment coquina for erosion control. All construction must comply with Federal, State, and Local permitting and safety requirements. The County shall provide and pay for all required construction material testing and observation. As-built plans must be prepared by a Florida Licensed Surveyor and stamped for project closeout. Additional requirements include turbidity barriers and silt fencing as required by the authority having jurisdiction. The document includes multiple versions with request dates of March 5, 6, and 16, 2026, indicating possible revisions or addenda to the contract solicitation.
