About this file
This is a Special Conditions and Construction Sign exhibit for Volusia County, Florida's design-build solicitation (Invitation to Bid No. 26-B-78JS) to reconstruct an existing fishing dock at 1652 John Anderson Drive in Ormond Beach, Florida. The project requires a State of Florida Certified General, Building, or Marine Contractor to provide comprehensive design-build services encompassing permitting, engineering, design, and construction of a timber dock structure that extends into the intracoastal waterway. The existing dock features a main boardwalk approximately 6 feet wide constructed over 8-inch round marine piles with a 12-foot by 24-foot end section running north-south; the reconstructed dock must match the existing footprint with pile spacing determined by the contractor's engineer and all dimensions field-verified by the design-build team. The scope includes 20 line items covering general conditions, mobilization and demobilization, signed and sealed construction documents, permitting from the Army Corps of Engineers, Florida Department of Environmental Protection, and Volusia County, demolition and haul-off, pier superstructure components, pressure-treated Southern Yellow Pine decking, ADA-compliant gangway and handrails, stainless steel hardware, stone revetment, reinforced concrete bulkhead, ADA-compliant parking area, chain link fencing, and as-built surveys. The engineering and design phase is expected to require 150 days concurrent with permitting, while construction is anticipated not to exceed 90 days following county approval of construction documents, with substantial completion required within 210 days and final completion within 240 days from issuance of the Notice to Proceed. The pre-bid conference is scheduled for April 14, 2026 at 9:00 a.m. at the project site, the deadline for submitting questions is April 23, 2026 at 11:59 p.m., and bid responses are due by May 7, 2026 at 3:00 p.m. through the County's eProcurement Portal.
The engineer's estimate for the project is $250,000, though alternative bid documentation references a project budget of $150,000, with a bid bond equal to five percent of the total bid price required and valid for at least 120 days. The contractor must maintain comprehensive insurance coverage throughout the project, including Workers Compensation with waiver of subrogation and Florida statutory coverage, Commercial General Liability with per occurrence limits of $1,000,000 and general aggregate of $2,000,000, Auto Liability with combined single limits of $1,000,000, Contractors Pollution Liability at $1,000,000, Professional Liability at $500,000 per claim and aggregate, and Marine Protection & Indemnity and Marine Pollution Liability each at $1,000,000 occurrence and aggregate, with Volusia County named as additional insured on all policies. Performance and payment bonds are required because the project exceeds the $200,000 threshold mandated by Florida Statute. Liquidated damages are assessed at $250 per day for each calendar day of delay after substantial completion; the county retains five percent of each monthly payment request in accordance with Florida Statute 255.078; and payment on undisputed invoices is remitted within 20 business days for construction services. All work must comply with current Florida Building Codes, Americans with Disabilities Act requirements, manatee protection conditions, sea turtle and smalltooth sawfish construction conditions, and include a minimum one-year warranty from substantial completion. The project is eligible for Echo (Hazard Mitigation Grant Program) funding, which provides federal disaster assistance for reconstruction related to the 2017 hurricane damage that originally damaged the dock.
