Volusia County seeks a State of Florida Certified General, Building, or Marine Contractor to provide comprehensive design-build services including permitting, engineering, design, and construction for the reconstruction of an existing timber dock located at 1652 John Anderson Drive in Ormond Beach, Florida. The scope of work encompasses 20 line items including permitting from the Army Corps of Engineers, Florida Department of Environmental Protection, and Volusia County; demolition of the existing structure; new pier superstructure with pressure-treated Southern Yellow Pine decking; ADA-compliant gangway, handrails, and concrete parking area; stone revetment coquina; reinforced concrete bulkhead; chain link fencing; and as-built surveys. The engineering and design phase is expected to take 150 days concurrent with permitting, while construction is anticipated not to exceed 90 days following county approval of construction documents, with substantial completion required within 210 days and final completion within 240 days from the Notice to Proceed. A pre-bid conference is scheduled for April 14, 2026 at 9:00 a.m. at the project site, with a question deadline of April 23, 2026 at 11:59 p.m., and bids are due May 7, 2026 at 3:00 p.m. through the County's eProcurement Portal.

The engineer's estimate is $250,000, though alternative documentation references a project budget of $150,000. A bid bond equal to five percent of the total bid price is required and must remain valid for at least 120 days. Performance and payment bonds are required due to the project exceeding the $200,000 threshold mandated by Florida Statute. The contractor must maintain comprehensive insurance coverage including Workers Compensation with waiver of subrogation, Commercial General Liability with $1,000,000 per occurrence and $2,000,000 general aggregate limits, Auto Liability with $1,000,000 combined single limits, Contractors Pollution Liability at $1,000,000, Professional Liability at $500,000 per claim and aggregate, and Marine Protection & Indemnity and Marine Pollution Liability each at $1,000,000, with Volusia County named as additional insured. Liquidated damages are assessed at $250 per day for each calendar day of delay after substantial completion. The county retains five percent of each monthly payment request in accordance with Florida Statute 255.078, and payment on undisputed invoices is remitted within 20 business days. The project is eligible for Echo (Hazard Mitigation Grant Program) federal disaster assistance funding for reconstruction related to the 2017 hurricane damage. All work must comply with current Florida Building Codes, Americans with Disabilities Act requirements, and manatee protection, sea turtle, and smalltooth sawfish construction conditions. The contractor must provide a minimum one-year warranty from substantial completion.
