Exhibit A - Construction Sign Summary
This is a construction exhibit document for Volusia County, Florida's Invitation to Bid No. 26-B-78JS for design-build services to reconstruct the Rivershore-Oceanshore Fishing Dock located at 1652 John Anderson Drive in Ormond Beach, Florida. The project involves comprehensive design-build services including permitting, engineering, and construction to restore an existing timber dock structure damaged during the 2017 hurricane season. The existing dock features a 6-foot-wide main boardwalk section constructed over 8-inch round marine piles with a 12-foot by 24-foot end section running north-south; the reconstruction must match the existing footprint with pile spacing determined by the contractor's engineer. The scope encompasses 20 line items including general conditions, mobilization, signed and sealed engineering documents, permitting from the Army Corps of Engineers and Florida Department of Environmental Protection, demolition, pier superstructure, pressure-treated decking, ADA-compliant gangway and handrails, stainless steel hardware, stone revetment, concrete bulkhead, ADA-compliant parking, chain link fencing, and as-built surveys. The engineering and design phase is expected to take 150 days concurrent with permitting, while construction is anticipated not to exceed 90 days following approval, with substantial completion required within 210 days and final completion within 240 days from Notice to Proceed. The pre-bid conference is scheduled for April 14, 2026 at 9:00 a.m. at the project site; questions must be submitted by April 23, 2026 at 11:59 p.m.; and bid responses are due May 7, 2026 at 3:00 p.m. through the County's eProcurement Portal.
A State of Florida Certified General, Building, or Marine Contractor is required for this design-build project with an engineer's estimate of $250,000, though alternative documentation references a $150,000 budget. A bid bond equal to five percent of the total bid price is required, valid for at least 120 days. The contractor must maintain comprehensive insurance coverage including Workers Compensation, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Auto Liability of $1,000,000 combined single limits, Contractors Pollution Liability of $1,000,000, Professional Liability of $500,000, and Marine Protection & Indemnity and Marine Pollution Liability each at $1,000,000 with Volusia County named as additional insured. Performance and payment bonds are required due to the project exceeding the $200,000 threshold under Florida Statute. Liquidated damages are assessed at $250 per day for delays after substantial completion; the county retains five percent of monthly payments in accordance with Florida Statute 255.078; and payment on undisputed invoices is remitted within 20 business days. All work must comply with current Florida Building Codes, ADA requirements, and environmental conditions including manatee protection and sea turtle restrictions. The project is eligible for ECHO (Hazard Mitigation Grant Program) federal disaster assistance funding related to the 2017 hurricane damage, with no specific set-asides for disadvantaged enterprises.
