About this opportunity

The Metropolitan Transit Authority of Harris County (METRO) has issued a Request for Proposals (RFP) for a comprehensive Risk Management Information System (RMIS) to serve as a hosted claims administration and risk management solution. The procurement seeks a system capable of consolidating claim, financial, policy, and exposure data across multiple lines of coverage, including workers' compensation, general liability, auto liability, and employment practices liability. The system must integrate with existing enterprise resource planning systems like SAP and a new fare collection system, providing advanced capabilities for claims management, safety tracking, risk assessment, and predictive modeling. Technical proposals will be evaluated on a 100-point scale, with points allocated as follows: technical requirements and system architecture (30 points), customer service and support model (25 points), firm and personnel qualifications (20 points), and pricing (25 points). A pre-proposal meeting is scheduled for December 23, 2025, at 1:00 p.m. CST, with written questions due by 10:00 a.m. on December 29, 2025. METRO will publish question responses by 4:00 p.m. on January 2, 2026, with final proposals due by 2:00 p.m. CST on January 21, 2026.

The RFP does not establish a specific Small Business Participation goal for this procurement. The contract term is three years with two optional one-year extensions and a potential six-month month-to-month continuation. METRO anticipates awarding one or more firm fixed-price contracts based on a best-value selection process. The system must meet extensive technical requirements, including 99.999% uptime, one-hour response times, and comprehensive data security measures. Contractors must provide robust insurance coverage, including workers' compensation, $1,000,000 general liability, $1,000,000 commercial auto liability, and $5,000,000 technology professional liability. The system will require complex data interfaces with fourteen primary integration points, including workers' compensation platforms (Verisk, GENEX, Mitchell), financial systems (SAP), and claims management tools (ISOCLAIM). METRO will retain ownership of all data and require secure download capabilities in CSV format within 48 business hours of contract termination.
