About this file

This is a Request for Proposals (RFP) issued by the Metropolitan Transit Authority of Harris County (METRO) in Texas for a Risk Management Information System (RMIS) that will serve as a hosted claims administration and risk management solution. The solicitation seeks a comprehensive system capable of consolidating claim, financial, policy, and exposure data into a single authoritative source to support METRO's self-insured risk management operations across multiple lines of coverage including workers' compensation, general liability, auto liability, and employment practices liability. The system must accommodate interfaces with METRO's existing enterprise resource planning systems, including SAP and a new fare collection system, and provide advanced capabilities for claims management, safety tracking, risk assessment and mitigation, workers' compensation administration, predictive modeling, and disaster recovery planning. A pre-proposal meeting is scheduled for December 23, 2025 at 1:00 p.m. CST, with written questions due by 10:00 a.m. on December 29, 2025. Responses to questions will be published by 4:00 p.m. on January 2, 2026. Proposals are due by 2:00 p.m. CST on January 21, 2026 (note: the document contains a discrepancy listing January 15, 2026 in one section). The contract term is three years with two optional one-year extensions, plus a potential six-month month-to-month continuation. METRO anticipates awarding one or more firm fixed-price contracts as a result of this solicitation.

The RFP does not establish a Small Business Participation goal for this procurement. Technical proposals will be evaluated on a maximum of 100 points based on four criteria: technical requirements and system architecture (30 points), customer service and support model (25 points), qualifications and experience of the firm and key personnel (20 points), and pricing (25 points). METRO will make the final award selection on a best-value basis, considering both technical and pricing factors, and may conduct discussions and request proposal revisions from proposers in the competitive range. The contract includes extensive insurance requirements, including workers' compensation, general liability ($1,000,000 per occurrence/$2,000,000 general aggregate), commercial auto liability ($1,000,000 combined single limit), and technology professional liability/errors and omissions coverage ($5,000,000 per occurrence). The RFP emphasizes data security, system availability with 99.999% uptime expectations, service level agreements with one-hour response times, and comprehensive documentation requirements. METRO retains ownership of all data and requires the contractor to provide secure download capability of all METRO data in CSV format within 48 business hours of request upon contract termination or expiration.

All costs and fees (including attorneys’ fees and costs) incurred by METRO in connection with any litigation, proceeding or request for disclosure shall be reimbursed and paid by the Proposer whose Proposal is the subject thereof.
